West Virginia runs food assistance, cash assistance and Medicaid through a single combined portal, which handles applications, reviews, benefits and services for those programs. Once you're approved, three changes carry a deadline. You have to report income above the gross limit, substantial gambling winnings, and the loss of an exemption from the rules for adults without dependents, no later than the tenth calendar day of the month after the change happens. Those are the three the state names, and the deadline is the same for all of them. Put the date in your calendar the day you're approved.

Cash assistance doesn't automatically bring food help or Medicaid

The state's cash assistance program pays eligible families monthly. Most people who receive it also receive food assistance and Medicaid, though the state is careful to say neither is guaranteed by the cash benefit alone, so apply for each rather than assuming one unlocks the others.

Education support works the same way. Recipients may also be eligible for assessment, vocational training, college, and job skills related to employment, and that too is described as possible rather than automatic.

Emergency help is capped at one thirty-day period

The emergency assistance program is for households in a financial crisis with no other resources. It covers rent, utilities, food, household supplies, clothing, transportation and medical service are all on the list.

There's a restriction to know about. Assistance is limited to one thirty-day period in any twelve consecutive months, and that twelve months rolls rather than resetting in January. Worth understanding before you're deciding under pressure.

The state also runs a school clothing voucher program for basic items like coats and shoes, with purchases exempt from sales tax and piece goods available for families who make clothing themselves. Medicaid and child care help in West Virginia

Medicaid pays for medical care in the community or in an institution, across a wide set of mandatory, optional and waiver groups. Anyone receiving Supplemental Security Income qualifies automatically, and everyone else applies and gets measured against the coverage groups.

Child care assistance is aimed at working parents, and in some cases parents attending school, covering certified family based or licensed center based care for families within the income requirements. A statewide system of child care resource and referral agencies provides that financial assistance to eligible families and also refers parents to providers in their area, so they're a useful first call.

What the state housing fund actually does

This one saves an afternoon. The state housing fund splits its work in two, and neither half is rent money. On the single-family side it runs homeownership and down payment loans aimed at buyers. On the multifamily side it runs tax credit, partnership and trust fund programs that finance the production of affordable rental units. The money reaches renters as buildings rather than as a payment toward this month's rent.

That portal handles only the vehicle credit and the senior citizens credit. Any other credit means filing a state income tax return.

The senior citizens credit asks for all three of taking part in the homestead exemption, having actually paid the property tax, and household income below a set share of the federal poverty guidelines. The exemption behind it reaches qualifying older homeowners and homeowners who are permanently and totally disabled, and the county assessor's office is where it gets arranged. A separate credit exists for a homeowner whose property taxes came to more than a set share of their income, capped at a fixed amount. Claiming the disabled veteran property tax credit rules out both of those.

It's worth knowing what the statewide legal aid organization actually handles, because its own list reads like the aftermath of a layoff. It gives free information, advice and representation on civil legal issues, and it names government benefits such as food assistance and Medicaid, housing, and unemployment compensation among them.

It also says plainly that the published list isn't comprehensive and that you can still apply if your issue isn't on it, which is the sentence worth remembering if what happened to you doesn't have an obvious category.
