How PayPal has handled layoffs in the past
PayPal's rounds have arrived with the calendar. About 2,000 roles in January 2023, 2,500 more in January 2024, then a rolling $300 million restructuring announced in 2025 with cuts running into 2027. Two Januaries in a row is a coincidence. A standing plan with a 2027 end date is a schedule, and Q1 has been the season to watch.
What makes PayPal unusual is that part of its severance math is public. The company's Executive Change in Control and Severance Plan, filed with the SEC, pays vice presidents 0.5 times salary plus bonus with 6 months of health benefits, senior and executive vice presidents 1.0 times with 12 months, and the CEO 1.5 times with 18, all requiring a signed release. Two clauses in it matter to everyone below VP too. The plan explicitly offsets severance by any WARN notice pay owed, and nothing pays out without the release. If the executive plan works that way, assume your offer does too, and read for both.
For everyone below VP, nothing is published, which makes the filed plan your best anchor for questions rather than expectations. Ask whether your severance is inclusive of notice or WARN pay, ask what the health benefits period is, and get the answers in writing.
