While Allstate, GEICO and USAA had all reduced employees over the past year, Progressive was the only insurer that had said it planned to make no changes, according to a P&C Specialist report on job cuts at Farmers that Repairer Driven News relayed in July 2026.
What Progressive layoffs have meant for employees
A layoff at Progressive is hard news, and it can land as a jolt at a company that has grown this much. When it announced the 2007 cut, its November 2007 release counted more than 26,000 employees nationwide; its 2025 10-K counts about 70,000. Cleveland Scene found that cut reaching a senior IT programmer in Colorado Springs, sixteen years in, who took the call in an Iowa hotel room while driving his sons to Cleveland for Thanksgiving. A former local manager learned of his own layoff at a hastily convened meeting, the paper reported, where the call-center chief read from a script with extra security guards posted outside.
Other changes on record came with somewhere for people to go. In 2018, as it announced that its Service Centers would stop taking in customers' cars for repair, Repairer Driven News reported that no Service Center employee would be laid off and all would be offered claims jobs. During the pandemic, its 2020 letter to shareholders said, Progressive kept its people employed, and when it had more than ample staff early on, it stopped hiring for a period. And as the third-party contracts behind its Commercial Auto Insurance Procedure, or CAIP, group were running out in 2021, its letter to Ohio said, the company put the group in touch with the business taking over that work. If your role is being cut, it's worth asking whether you could move into another Progressive opening before your last day, since the company filled most of its above-entry openings from within in 2025.
How much warning people got has varied. The 2007 release said those affected would stay employed for about two weeks after it went out, while the CAIP group heard in January 2020 that its contracts wouldn't be renewed, nearly two years before its last day. If you're given a short window, it's worth asking which date your pay runs through and, if you have company health coverage, when that ends. And if you hear your team's work is going to an outside firm, it's worth asking early whether that firm plans to hire from your team and on what pay and benefits, and, if you're offered severance as well, whether taking the new job changes it.
If you're filing for unemployment in Ohio, where both the company's headquarters and its 2021 notice sit, how a severance payment is made matters. Ohio Revised Code Section 4141.31 reduces weekly benefits by pay in lieu of notice and by separation or termination pay paid when you leave, and when a payment has no designated weeks, the statute counts it at your normal weekly wage for each week after the separation until it's used up. If a severance payment is part of your exit, it's fair to ask how it'll be paid and whether it's designated to particular weeks, and there's more on the state's process at Ohio unemployment benefits. Both of the company's WARN filings in our tracker went in under the name Progressive Casualty Insurance Company, so that's the name to search under.
If you're a claims adjuster looking outside Progressive, the market has split by experience. Entry-level adjuster postings had fallen close to 50% since early 2024, Insurance Business reported in August 2026, while senior-level postings sat around 80% above their 2017 level. A Bureau of Labor Statistics projection has the field shrinking over the decade to 2035 while still opening around 21,600 jobs a year as people leave it, and the article added the bureau's note that natural disasters can lift demand for field adjusters. Progressive gave about 76 people in its Commercial Auto Insurance Procedure group at Mayfield Village a December 31 last day, with its third-party contracts expiring, its letter to Ohio said, adding that most had secured offers from the incoming provider.
November 2007, Progressive cuts IT and Personal Lines staff
After a September reorganization merged its Agency and Direct businesses, Progressive cut 263 IT jobs and 78 in Personal Lines, its release on Cleveland 19 said, most of them in Cleveland and all to stay employed through November 30.

What severance has Progressive given laid-off employees?
Neither Progressive's 2007 layoff release, which Cleveland 19 carried, nor its 2021 letter to Ohio gives a severance amount or formula; both describe help toward the next job. Progressive's 2025 10-K benefits note lists salary continuation among postemployment benefits for former employees who meet eligibility requirements. If you're being let go, it's worth asking whether that applies to you and for how long.
Do laid-off Progressive employees still get Gainshare?
Under Progressive's 2026 Gainshare Plan, which covers officers and regular employees but not temps, a participant has to be an active employee on November 30 to be entitled to that year's payment unless the plan's committee decides otherwise, and someone whose employment ends for any reason before then isn't entitled. Pay from a separation allowance plan doesn't count toward the earnings the bonus is figured on. If your last day falls after November 30, it's worth asking whether the balance due by February 28 still comes to you.
What happens to my 401(k) if I'm laid off from Progressive?
If you contributed to Progressive's 401(k) Plan, its 2025 10-K says the company matches up to 6% of the eligible pay you contribute and that you vest in that match after two years of service.
