Laid off from Southwest Key Programs.

Southwest Key Programs ran migrant children's shelters on federal grants. The government froze funding in March 2025 and terminated the grants in July, and furloughed staff covered by its WARN notices were told their jobs would end. Severance came later, and Texas counted it against unemployment, telling thousands to repay.

The most recent Southwest Key Programs layoff we've found

The Texas Workforce Commission counted 3,431 former Southwest Key employees as owing back unemployment, overpayments it traced to the nonprofit's report that it had paid them severance, according to a June 9, 2026 story in The Monitor, also posted by The Monitor on X. Many had appealed and were awaiting hearings.

What Southwest Key Programs layoffs have meant for employees

Southwest Key's shelter jobs ran on grants from the federal Office of Refugee Resettlement, the Justice Department says, and when that money stopped in 2025, the employees named in its WARN notices went through two separate changes in status. The first was a furlough, which the company's July 31 letter to Texas, quoted by the Houston Chronicle, called temporary and tied to a suspension notice from the government. The company said the stop-placement order also covered its Home Study and Post Release programs, the Associated Press reported, so the furlough reached beyond the shelters. Workers furloughed that spring told The Monitor they were given information on applying for unemployment and little guidance about whether their jobs would return. The second change was termination, which those workers said reached them on July 31. For months, then, many of them were drawing unemployment from jobs the company still described as on a temporary furlough.

The order in which the money arrived is what caught many of them afterward. Southwest Key told furloughed and then terminated workers to apply for unemployment, and its severance came several months later, so the state later asked for part of those benefits back. One worker the paper profiled had drawn $469 a week from March to September and received her severance in December; the Texas Workforce Commission's bill to her came to $1,783, nearly four-fifths of that payment. Another, who drew $555 a week until she found work, was told to repay $1,807.

If you got one of those determinations, it's worth reading it closely, since TWC's overpayment page says the letter gives the reason, the weeks overpaid and the amount owed. The agency's rules allow no forgiveness and no hardship exception, and the state puts no time limit on collecting, though TWC told the paper it can explain a determination and discuss a repayment plan. If you're still claiming, or claim again later, TWC won't pay further benefits until the overpayment is repaid, applying each eligible payment to the balance instead, its page says, and it points claimants to the determination itself for how to appeal. If you appeal a determination, a hearing officer decides on the facts presented whether the determination stands, with claimants and their former employer both able to testify, so the determination letter and any severance statement showing when the payment came are worth having in hand. Many of the workers the paper spoke with had already appealed. For the rest of a Texas claim, our page on Texas unemployment benefits has the details.

The notices show the wind-down arriving in stages, so separation dates differ by group. The first batch went out July 31. The Austin headquarters and the Houston and Brownsville offices were still filing in October, with layoff dates in November, after Southwest Key told Texas that winding down was taking longer than planned, the Rio Grande Valley Business Journal reported; it counted more than 420 jobs in the Valley alone. If your job was at one of those offices, your separation date may sit about a month after a shelter coworker's. Southwest Key's filings in all three states are in our WARN tracker under its own name, if you want to see which notice covered your shelter or office. The furlough reached employees across the country, though, while the notices in our tracker come only from Arizona, California and Texas.

If you worked in Arizona or California, none of the reporting we track says how those states treated Southwest Key's severance, so our pages on Arizona unemployment benefits and California unemployment benefits are a better starting point than the Texas story.

What to do if you're laid off from Southwest Key Programs

Southwest Key Programs layoff and severance questions

What severance has Southwest Key Programs given laid-off employees?

Southwest Key paid severance several months after its 2025 layoffs, and two former workers told The Monitor they each received $2,254.57, one of them in December. In 2024, when it announced the Casa Trail House closing, the company told KTSM its staff would keep receiving pay and benefits until November 9.

Why does Texas say former Southwest Key workers owe back unemployment?

The Texas Workforce Commission found the overpayments after Southwest Key reported paying severance to its former workforce, and the agency told The Monitor that Texas law bars collecting benefits while receiving certain types of severance pay. If TWC sent you one of those determinations, its overpayment page says you can appeal, and that you don't have to send payments during the appeal if you're no longer requesting benefits.

How many Southwest Key employees were laid off in 2025?

Southwest Key's 2025 WARN notices in our WARN tracker cover 3,028 jobs in three states, 1,512 in Arizona, 1,345 in Texas and 171 in California. Those 3,028 are jobs named in the notices. The furlough of approximately 5,000 employees across the country, which Southwest Key announced earlier, is a separate company figure that the Associated Press reported, and the two measure different things.

Why did Southwest Key Programs lay off its shelter workers?

Federal decisions ended the shelter work. Citing continuing concerns about placements in its shelters after a 2024 suit alleging sexual abuse by employees, HHS halted new placements in March 2025, the Justice Department said; Southwest Key denied the allegations, The Monitor reported. In July the company told Texas the grants were terminated, according to the Houston Chronicle.

Did Southwest Key give employees notice before the 2025 layoffs?

Southwest Key's Texas notices of July 31, 2025 set layoffs for October 5, but the employees they covered were already on furlough, and the letter apologized that the company "could not provide notice of this action at an earlier time," the Houston Chronicle reported. California's two July 31 notices list that same day as their effective date, according to our WARN tracker.
