Laid off from PacificSource.
Oregon health insurer PacificSource has been shrinking by leaving markets and has tied layoffs to each exit. It left most of Washington in 2024, then pulled back from Medicaid in Lane County. Now it's leaving Montana and individual plans, and its newest letter adds rightsizing across every Oregon business line.
What we know about PacificSource severance and layoffs
- 601 jobs in seven state layoff notices from September 2025 to October 2026
- About 1,800 employees before about 300 layoffs began in October 2025
- 29 employees laid off in the 2024 phase-down of Washington operations
- 265 Oregon jobs in the notice citing reduced Lane County Medicaid membership
The most recent PacificSource layoff we've found
In October 2026, PacificSource told Oregon that 134 workers would lose their jobs on December 31, OPB reported, in a notice citing its end of service in Montana, the end of its Affordable Care Act offerings and a right-sizing of its Oregon workforce.
What PacificSource layoffs have meant for employees
The scale is easiest to see against the staff PacificSource had when this began. Against the 1,800 employees the company reported in summer 2025, according to Willamette Week, the state notices we added up come to about a third of that number. That's a comparison of notices with a dated snapshot, so it sizes the cuts and doesn't give today's staff. Most of those jobs sit on Oregon's notices, and Oregon's position list put 153 of the 265 jobs in the largest of them at Springfield.
Montana is where PacificSource's stated plans changed most plainly. When the company phased down Washington in 2024, The Lund Report said it would focus on Oregon, Idaho and Montana. By May 2026 the Daily Montanan was reporting that Montana operations would cease by the end of the year, with the company continuing in Idaho and Oregon after recent reductions in both. If your job sits in a market the company says it's keeping, that turn is worth weighing before you treat the statement as settled, though one reversal is no forecast.
The reasons in the letters have widened too, and that matters if you've assumed the cuts stop at whatever business is being dropped. Medicaid membership in one county was the October 2025 notice's reason, OPB reported. The Lane County pullout followed state officials declining to keep negotiating the contract and covered 92,000 low-income members Trillium tentatively agreed to take, The Lund Report said. Oregon Health Plan work in eight other counties was set to continue, according to an October 2025 Lund Report story. The October 2026 letter goes past the Montana and individual plan exits to “rightsizing in the Oregon market across all lines of business,” and the May 2026 letter used the same words. Those words don't confine the cuts to Montana or individual plans, and the company's statement to KGW describes reducing positions “to match our restructured business units.”
That position list also shows how far the October 2025 round went. It runs from customer support representatives and claims analysts to an Oregon market president, a Lane County CCO director and a senior director of Medicaid governance, which fits The Lund Report's account of cuts from entry-level workers up to department heads. That list belongs to the round OPB tied to Lane County Medicaid membership, so it's weak evidence for who goes in a round tied to individual plans. The 2026 letters say their title lists are kept on site, which makes the site the place that detail lives for those rounds.
An employee's separation date could differ from the broad date on a letter. In October 2025, PacificSource said some positions would continue into early 2026, even though OPB had the round effective at the end of 2025. The October 2026 letter says employees are told directly at least 60 days before separation. If you've had that notice, it's a better guide to your date than the state's copy.
The exits also touch people on their way out. If your job ends December 31, 2026 and you'd planned to buy a PacificSource individual plan, that same KGW report says those plans end January 1, 2027. Oregon's WARN listings carry all four Oregon notices with their counts, and the site says Rapid Response exists to get affected workers back to work as quickly as possible. The October 2026 letter was addressed to that program's coordinator, so if your job is in Oregon, it's a natural place to start looking for reemployment help. How a claim works in each state is set out for Oregon and Idaho.
A sourced history of PacificSource layoffs
October 2026, Oregon layoffs set for year's end
The October 20 letter set 134 Oregon layoffs for December 31 at Bend, Portland, Salem and Springfield. KGW reported the total included one employee each in Hood River and Medford, and that severance packages depend on qualifying under company policy.
May 2026, Oregon layoffs after the Montana exit decision
A May 27 letter put 97 Oregon layoffs at July 31 as the company prepared to leave Montana and the individual market. The Daily Montanan reported severance packages for those who qualify under company policy.
October 2025, cuts after the Lane County Medicaid pullout
The company told The Lund Report it would eliminate about 300 positions, with severance and career transition support. Oregon's job list counted 265, OPB said the notice blamed lost Medicaid membership in Lane County, and tracker rows add 42 in Boise, 3 in Montana and 4 in Tacoma.
September 2025, PacificSource Administrators closing announced
PacificSource moved to close its third-party administrator subsidiary in Springfield and lay off its 56 people at year's end, The Lund Report said. A spokesperson said it was hiring PNC Bank for that work from January 1, and officials called the cuts unrelated to the Medicaid pullback.
March 2024, Washington phase-down layoffs
PacificSource had laid off 29 employees in a phase-down of its Washington operations, The Lund Report reported, with its focus turning to Oregon, Idaho and Montana.
What to do if you're laid off from PacificSource
- File for unemployment in the state where you worked. Benefits run from your filing date, and severance usually doesn't block you. PacificSource's biggest hubs: Oregon, Idaho. Somewhere else? Every state is here.
- Apply for financial and hardship assistance. Unemployment supplements income, but food benefits, health coverage and utility help are often available as well. Here's some of what PacificSource's hub states run: Oregon, Idaho, and every other state is here.
- Mind the health insurance window. Losing coverage opens a 60-day special enrollment period, and an ACA plan usually beats unsubsidized COBRA. Compare your options before the employer coverage lapses, and read how the COBRA clocks run if you are weighing it seriously.
- Get your real runway number. Severance plus savings divided by reality. The calculator takes five minutes.
- Know which clocks are already running. Severance review windows, COBRA election, visa grace periods, and 401(k) rollovers all run on federal deadlines that started at termination. All five deadlines are here.
PacificSource layoff and severance questions
How many people has PacificSource laid off?
Counting state records, we get 601 jobs across seven notices, 552 of them on Oregon's four notices and the rest in Idaho, Montana and Washington rows. Announced cuts passed 600 in October 2026, Willamette Week reported, while the count at OPB was 550, using 54 for a September 2025 notice that Oregon lists at 56. Those totals are jobs named in notices rather than confirmed departures.
What severance has PacificSource given laid-off employees?
In October 2025 the company said affected employees would receive severance and career transition support, The Lund Report reported. Its statements to the Daily Montanan in May 2026 and KGW in October 2026 spoke of “severance packages if they qualify per company policy.” None of those statements gives an amount, a formula or the rule for qualifying.
Why is PacificSource laying off workers?
The company's stated reasons have moved with its exits. Falling Medicaid membership in Lane County was the reason in the October 2025 notice, OPB reported, and a spokesperson told The Lund Report the pressures included rising healthcare costs and Medicaid funding challenges in Oregon. The May 2026 letter and the October 2026 letter give two, leaving Montana and the individual market, and rightsizing across all lines in Oregon.
Is PacificSource leaving Montana?
The company confirmed in May 2026 that it was leaving the state as well as the individual market, according to the Daily Montanan, with its exit due by the end of that year. That story put its presence there at offices in Helena and Billings and just a few dozen staff.
Can PacificSource employees bump into other jobs during layoffs?
Not in the two 2026 rounds. The May 27 letter and the October 20 letter say no affected employee has the right to bump or displace another, and that no union represents any of them. In the October 2025 round the company said employees could apply for open positions, The Lund Report reported.
