Laid off from JCPenney.
JCPenney came out of its 2020 bankruptcy owned by two of its landlords and joined Catalyst Brands in 2025. Its stores have kept closing since, and two of the company's 2025 closing notices held out the chance of work at another JCPenney location for some of the people affected.

The most recent JCPenney layoff we've found
JCPenney's Ross Park Mall store in Pittsburgh had closed by late September 2026 because the company couldn't continue its lease terms there or find another suitable location nearby, MLive reported, and that month JCPenney's store locator listed 640 stores, down from 846 at the start of 2020.
What JCPenney layoffs have meant for employees
The name on a JCPenney layoff document may not be JCPenney's. Filings in our WARN tracker made before the December 2020 sale went in under names including J. C. Penney Company and J.C. Penney Corporation, and the 2025 store notices were filed by Penney OpCo LLC, which the Orange County Business Journal identified as the Texas-based filer of Westminster Mall's letter. The 2025 corporate cuts were announced by Catalyst Brands, which CNN reported is headquartered at JCPenney's offices in Plano. If you're searching a state's WARN list or your own records, it's worth trying each of those names. Misspellings count as well, since JC Penny and its variants turn up 15 times in our tracker.
JCPenney lost 35,000 jobs in the 12 months to May 2021 by the count of Retail Dive, far more than the cut to corporate, field management and international roles in its July 2020 release, as stores closed and corporate layoffs continued through Chapter 11. Without the Simon and Brookfield deal, Penney likely faced liquidation, professionals working for the retailer said in court testimony and statements the outlet summarized. The new owners were Simon and Brookfield, which the same outlet described as major landlords to the chain.
Earlier closings came with a second way out for long-service staff. In 2017 JCPenney timed an early retirement offer to coincide with its store closings, open generally to home office, store and supply chain staff who met age and service criteria as of Jan. 31, and its chief executive said in the February 2017 release that he expected more full-time associates to take the offer than would lose full-time positions to the closings. Associates had until March 17 to accept, and the full closing list was due in mid-March, so the two dates fell within days of each other. The same plan was to close the Lakeland, Florida, distribution center and transfer its operations to the company's logistics facility in Atlanta.
A closing date has moved before. After JCPenney reversed its first plan to close the Annapolis store in 2025, it started hiring there again, Patch reported. At Haslet, Retail Dive reported layoffs planned in an August wave and a November wave, so people covered by one notice could leave on different dates. If your store's date moves, it's worth asking whether the change shifts when your pay ends and when any severance begins.
After both the 2020 sale and the 2025 combination with Sparc Group, job cuts followed within months of a review of the business. Catalyst, which Retail Dive described in April 2025 as the operating company for JCPenney and several of its private labels, announced both 2025 corporate cuts, and by the second it still described itself as early in its integration. Separately, in May 2026, Catalyst's India managing director said its Bengaluru center would grow from 650 people to 1,000 by year's end as a greater portion of global work moved to India, rather than as the company grew, Retail Insight Network reported. The report said the center was expanding into digital operations, creative services and planning and allocation. The report also said customer support work previously handled in South America was being shifted to Bengaluru.
Of the six 2026 store closings MLive reported, from Pittsburgh's Ross Park Mall to Springfield, only Springfield's has a filing in our tracker, so it's worth confirming a closing with the store's own management rather than waiting for a notice to appear there. For the four states where JCPenney has filed since 2025, the benefit rules are at Texas unemployment benefits, California unemployment benefits, Maryland unemployment benefits and Virginia unemployment benefits.

What to do if you're laid off from JCPenney
- File for unemployment in the state where you worked. Benefits run from your filing date, and severance usually doesn't block you. JCPenney's biggest hubs: Texas, California, Maryland, Virginia. Somewhere else? Every state is here.
- Apply for financial and hardship assistance. Unemployment supplements income, but food benefits, health coverage and utility help are often available as well. Here's some of what JCPenney's hub states run: Texas, California, Maryland, Virginia, and every other state is here.
- Mind the health insurance window. Losing coverage opens a 60-day special enrollment period, and an ACA plan usually beats unsubsidized COBRA. Compare your options before the employer coverage lapses, and read how the COBRA clocks run if you are weighing it seriously.
- Get your real runway number. Severance plus savings divided by reality. The calculator takes five minutes.
- Know which clocks are already running. Severance review windows, COBRA election, visa grace periods, and 401(k) rollovers all run on federal deadlines that started at termination. All five deadlines are here.
JCPenney layoff and severance questions
What severance has JCPenney given laid-off employees?
JCPenney's July 2020 release promised departing associates severance if they were eligible, healthcare coverage through COBRA for those enrolled in benefits, outplacement support, pay for unused time off and an extended associate discount. In 2025 the company told Retail Dive it was committed to supporting Haslet's affected associates with transition resources, including severance and benefits. Neither statement puts a number on the severance, so anyone handed a package can reasonably ask what document sets its terms.
Who owns JCPenney?
In January 2025, JCPenney combined with the former Sparc Group to form Catalyst Brands, a joint venture whose shareholders, as of an April 2025 Retail Dive report, included Simon, Brookfield Corporation, Authentic and Shein. Before that, a venture of Simon and Brookfield bought substantially all of JCPenney's retail and operating assets out of bankruptcy on December 7, 2020, under an asset purchase agreement described in the company's December 2020 8-K.
How many WARN notices has JCPenney filed?
Our WARN tracker counts 114 filings under JCPenney's names since 1991, 108 of them from before the December 2020 sale. Five of those filings, covering 593 jobs across four states, date from the start of 2025 on, four for stores in California, Maryland and Virginia and one for the Haslet logistics center in Texas.
Did JCPenney offer laid-off workers jobs at other locations?
Some were told it was possible. JCPenney's WARN letter said a number of Haslet associates might be offered jobs at other locations, according to Retail Dive, and at Westminster Mall, the Orange County Business Journal wrote, the company told employees that leadership would look at other positions that might be available. If JCPenney proposes a move to another store, it's fair to ask about the drive, the hours and whether declining would cost you any severance on offer.
