Laid off from ManpowerGroup.
ManpowerGroup employs its own staff and, in most jurisdictions, the workers it sends to clients too. Most of the severance it booked for its own staff from 2023 through 2025 sat outside the U.S., while the placed workers' jobs on its 2025 notices were set to end with client contracts.

The most recent ManpowerGroup layoff we've found
ManpowerGroup's third-quarter results, released October 15, 2026, carried restructuring and transformation charges, $16 million in the quarter including $3 million of restructuring for actions in the U.S., by its call transcript, and its third-quarter release said it remained on track for its cost savings target. The same release named Becky Frankiewicz chief executive from January 2027.
What ManpowerGroup layoffs have meant for employees
On paper, the people Manpower places at clients work for ManpowerGroup, whose fiscal 2025 10-K calls the company the employer of its temporary and contract workers in most places, handling their withholding and unemployment tax. That's why HelloFresh's decision to end its Manpower relationship landed as ManpowerGroup notices, and at Irving, The Dallas Morning News reported, HelloFresh planned to keep the work at the site through other agencies. For anyone who switched agencies to stay, the Manpower job ended while the work went on. If you're offered a move like that, it's worth setting the new agency's terms beside the health and life insurance, paid holidays and paid vacations that the same filing reported ManpowerGroup providing to qualifying U.S. temporary workers in fiscal 2025.
For ManpowerGroup's own staff, the restructuring notes in its filings are the steadiest record of cuts, and most of that money has been booked outside the U.S. The fiscal 2023 10-K puts U.S. operations at $7.7 million of $113.9 million in 2023 severance costs, the year the company decided to wind down a German business and agreed severance terms with works councils there. In 2024 and 2025 U.S. severance ran $6.0 million and $2.6 million against company-wide totals of $47.5 million and $61.5 million, by the later 10-K, so the U.S. share stayed between about 4% and 13% while Northern Europe took the largest piece every year. For a U.S. staffer, the big restructuring figures mostly describe cuts somewhere else.
Milwaukee, home to the headquarters, has seen two of the staff cuts on record, and both times the company's own statement pinned them on the business, automation in 2017, gaming demand and the site's performance in 2024, according to CBS 58 and BizTimes. That framing is worth having in hand if you're explaining the gap to an employer later, and there's more on explaining a layoff. The IAM, the union for the game-testing workers, told a different story, of a hiring freeze and work moved to Tempe, Arizona. If you worked at either site, Wisconsin's claim rules are at Wisconsin unemployment benefits.
Not every office with the Manpower name belongs to ManpowerGroup. Its 10-K counted franchise offices across the U.S. at the end of 2025, each franchisee licensed to use the Manpower mark and paying fees on its own sales, and Illinois's records show a separate 99-job Aurora notice from January 2025 filed by Kane County Personnel, Inc., which did business as Manpower. So the name on the sign isn't always the name on the notice. ManpowerGroup's own filings in our WARN tracker, eight since 2016, carry four versions of its name, among them ManpowerGroup US Inc. and Manpower Group (Irving). If your assignment ended in one of the states on those notices, the claim rules are a click away for Arizona, Illinois and Texas.
Going forward, ManpowerGroup's stated plan is a transformation program it expects to deliver permanent annual savings in 2028. In the U.S. it says it's redesigning its sales and recruitment processes, and it's extending the program to the U.K., according to its third-quarter call transcript. The same company sells outplacement through Right Management, a business its 10-K calls counter-cyclical to staffing, and its third-quarter remarks said those outplacement volumes fell as layoff activity slowed. If you're on its staff now, the restructuring note in each quarterly filing, such as the June quarter 10-Q, is the nearest thing to a running record, showing restructuring costs by segment and, separately, reserve balances for the U.S., France and Italy.

Illinois's own report gives a lost contract as the cause of three Manpower Group US notices in our WARN tracker, at Aurora, Burr Ridge and Lake Zurich. 2024 and 2025, restructuring charges

What to do if you're laid off from ManpowerGroup
- File for unemployment in the state where you worked. Benefits run from your filing date, and severance usually doesn't block you. ManpowerGroup's biggest hubs: Arizona, Illinois, Texas. Somewhere else? Every state is here.
- Apply for financial and hardship assistance. Unemployment supplements income, but food benefits, health coverage and utility help are often available as well. Here's some of what ManpowerGroup's hub states run: Arizona, Illinois, Texas, and every other state is here.
- Mind the health insurance window. Losing coverage opens a 60-day special enrollment period, and an ACA plan usually beats unsubsidized COBRA. Compare your options before the employer coverage lapses, and read how the COBRA clocks run if you are weighing it seriously.
- Get your real runway number. Severance plus savings divided by reality. The calculator takes five minutes.
- Know which clocks are already running. Severance review windows, COBRA election, visa grace periods, and 401(k) rollovers all run on federal deadlines that started at termination. All five deadlines are here.
ManpowerGroup layoff and severance questions
What severance has ManpowerGroup given laid-off employees?
The clearest terms on record are from 2017, when ManpowerGroup said staff losing jobs at its Milwaukee headquarters were getting outplacement and career transition benefits, in a statement published by CBS 58. Its fiscal 2023 10-K and fiscal 2025 10-K report severance only as totals by region and country, and neither filing nor the 2017 statement gives a per-person figure or formula.
Is ManpowerGroup laying off employees in 2026?
ManpowerGroup kept reporting restructuring and severance costs in 2026, severance making up $22.1 million of its $22.6 million in first-half restructuring costs by its June quarter 10-Q, and its third-quarter call transcript tied $3 million of restructuring to U.S. actions. Neither gives a job count or names a specific layoff round, and no ManpowerGroup filing dated 2026 appears in our WARN tracker.
What happened to Manpower workers at HelloFresh?
HelloFresh said everyone employed through Manpower at its Irving facility could stay on assignment by moving their employment to Adecco or Randstad, The Dallas Morning News reported. In Arizona the Phoenix Business Journal described a similar offer to move to Adecco or Randstad, plus reassignment opportunities with Factor, according to Grocery Dive.
How many people has ManpowerGroup laid off?
Its own staff went from about 30,900 full-time equivalents at the end of 2022 to about 25,400 at the end of 2025, by its fiscal 2022 10-K and its latest annual 10-K, about 5,500 fewer by our count. That's not a layoff tally, since ManpowerGroup also sold businesses in South Korea, South Africa and New Caledonia in 2024 and 2025, and it leaves out the people it places, such as the 875 jobs on its January 2025 notices in our WARN tracker.
