Laid off from Harley-Davidson.

When Harley-Davidson closed its Kansas City plant, the assembly work went to York, and members of its two unions there approved a deal on pay and severance through the closing. Its company-wide cuts since then have come as restructurings, and the newest, in 2026, reached its global workforce.

What we know about Harley-Davidson severance and layoffs

  • About 5,500 people employed worldwide when 2025 ended, about 150 of them at LiveWire.
  • About 1,700 hourly union workers at plants in York, Milwaukee and Tomahawk.
  • About 800 Kansas City jobs eliminated as York added about 450 through 2019.
  • About 500 employees terminated in the 2020 workforce reduction, apart from India's exit.
  • $15 million in first-quarter 2026 costs for strategic changes, termination benefits included.
  • At least $150 million in yearly savings targeted for 2027 onward, LiveWire excluded.

The most recent Harley-Davidson layoff we've found

In June 2026 Harley-Davidson said it would bring North American production of its Revolution Max platform back to its Pennsylvania and Wisconsin plants, a shift it expected to finish before model-year 2028 production starts in 2027. The work would support "dozens of additional American manufacturing and union jobs," its June 9 release said.

What Harley-Davidson layoffs have meant for employees

A Harley-Davidson plant closing on record came with somewhere else to work. The agreement Kansas City's union members approved before their plant shut let workers transfer to York, according to the IAM, and York added jobs as Kansas City lost them, the company's 2020 10-K shows. LiveWire, which Harley-Davidson's June 9 release counts among the companies it holds a controlling interest in, planned in 2024 to move its own California product lab to Milwaukee, as its April 2024 8-K set out. The Kansas City agreement also carried a 3-percent raise and a performance incentive of up to 3 percent for the months before the closing, the union said. If a transfer and a severance package are ever both on the table at your plant, it's worth putting them side by side, the way Kansas City's agreement did, because a move to another state and a package that depends on years of service weigh differently from one household to the next.

Harley-Davidson laid out what it wanted to shrink on the earnings call it held in February 2026. The company said its corporate overhead, manufacturing capacity and overall operating expenses were "built for materially higher volumes than today's demand," according to a Motley Fool transcript, and that it would address the mismatch head-on. The reduction in force came in March, as Spectrum News reported, and the company's email to WPR described it only as "impacting our global workforce as previously confirmed." Separately, in June, the company announced planned Revolution Max work for its Pennsylvania and Wisconsin facilities under a strategy it calls Back to the Bricks, and the June release said it expects to build over 100,000 motorcycles at York in 2027.

The Steelworkers gave their own account of the cut. Brad Dorff, a United Steelworkers sub-district director, told WPR that none of the union's more than 500 members at the Milwaukee and Menomonee Falls plants were affected, though he understood the cuts to reach the entire company. Asked about future layoffs, he said he was waiting to see how things shake out. His account stopped at those two plants. York's machinists work under a contract that runs to October 15, 2027, and Tomahawk's Steelworkers under one that runs to March 31, 2029, as Harley-Davidson's 2025 10-K lists them. If you work under one of those contracts and a closing or a transfer ever reaches your plant, the Kansas City deal shows what members of two Harley locals approved when their plant closed.

Harley-Davidson's year-end 2025 headcount took in LiveWire and about 600 people at Harley-Davidson Financial Services, the 10-K says, and the June release lists both among the companies Harley holds a controlling interest in, so cuts at either one sit inside the company's record. LiveWire reports to the SEC under its own name, which is why its 2024 cut appeared in an 8-K of its own. Dealership staff are a separate case. The same 10-K calls the dealers the company's network of independent dealerships, so a dealership is its own business, even when the sign out front says Harley-Davidson.

No WARN notice filed under Harley-Davidson's name, or under the names of its LiveWire, STACYC or Eaglemark units, sits in our WARN tracker; the details of these cuts come from company filings, union reporting and Wisconsin news reports. Harley's Wisconsin operations include the Milwaukee headquarters, the Wauwatosa product development center and the plants in Menomonee Falls and Tomahawk, as Spectrum News listed them, and the 10-K puts union contracts at plants in Milwaukee, Tomahawk and York, Pennsylvania. For anyone based at those sites, Wisconsin's unemployment rules and Pennsylvania's lay out each state's claim process.

What to do if you're laid off from Harley-Davidson

Harley-Davidson layoff and severance questions

Is Harley-Davidson laying off employees in 2026?

Harley-Davidson confirmed layoffs to Spectrum News in March 2026 but gave no count or any word on whether Wisconsin workers were among them. Over the first quarter it booked $15 million of costs for strategic changes, including termination benefits and other restructuring charges, according to its first-quarter results.

What severance has Harley-Davidson given laid-off employees?

When the Kansas City plant was closing, the IAM reported in February 2018 that the agreement union members approved included a severance package based on years of service for full-time employees, six months of continued medical benefits at no cost after the last day, and the option of transferring to York. For the 2020 restructuring, Harley-Davidson's July 2020 8-K estimated one-time termination benefits at about $30 million in total.

What happens to my stock if I'm laid off from Harley-Davidson?

If your restricted stock units were granted on the agreement form Harley-Davidson filed as Exhibit 10.2 to its 2025 10-K, units that haven't vested become vested when you leave at 55 or older, after the grant's first anniversary, for any reason other than cause. Otherwise a layoff forfeits units that haven't vested, since the form's other exceptions are death, disability and a retirement the plan's committee consents to. Grants on that form vest a third at a time on their first three anniversaries.

Does Harley-Davidson's noncompete apply after a layoff?

If your restricted stock unit agreement used Harley-Davidson's award agreement form, the form states that its one-year restriction on competitive work covers a departure "regardless of whether your termination of employment is voluntary or involuntary." For that year, it says a signer won't substantially take part in, supervise or manage work the same as or substantially similar to their last 12 months of work, for a competing business, in counties where they had material responsibilities. Listed competitors include Polaris Industries, Indian Motorcycle Company, BMW Motorrad and Zero Motorcycles.
